The U.S. Department of Energy’s (DOE) State and Local Energy Efficiency Action Network (SEE Action) recently released two new guides – one for measuring energy efficient program impacts, the other for managing consumer data. The first, Energy Efficiency Program Impact Evaluation Guide, is a go-to guide on evaluation, measurement, and verification (EM&V). Useful for both novices and experts, it lays out a step-by-step process for planning evaluation efforts, determining and documenting program impacts, and comparing demand and supply-side energy resources. The primary audiences for this guide are state regulators, public and private energy efficiency portfolio administrators, program implementers, and evaluators. This guide updates the 2007 National Action Plan for Energy Efficiency Model Energy Efficiency Impact Evaluation Guide. Technical assistance is available to implement the methods in this guide in your state. The second, A Regulator’s Privacy Guide to Third-Party Data Access for Energy Efficiency, summarizes the range of approaches taken by states on privacy and security issues related to third-party access to customer energy use data for energy efficiency purposes. The primary audiences for this guide are state regulators, policymakers, utilities, and other stakeholders.
